Yes, pretty much. Not an exact match of course. But consider the issue of healthcare - no conservative in the UK would ever dream of suggesting that free nationalised healthcare should be messed with. Even suggesting it in the US seems to be tantamount to espousing communism though! Ditto the dole (unemployment benefit, though it's more complex nowadays).
