Should the U.S. govt. be like the Cayman Islands govt. and sell the green card for a million dollars?
take a look at travel.state.gov. It's the 5th preference employment based visa, or the EB5, and it started in the 90s. as noted, we're willing to go as low as $500,000 for a green card, plus the application fess of course. the visa is intended to boost US employment, so the money is supposed to support employment for 10 people or more. they get a conditional green card for 2 years and CIS investigates to see if it did generate employment. there are major development projects in various parts of the US with scores and even hundreds of foreign investors who got green cards as a result.
