Baliwood Head Shake?

My wife and I enjoy watching Indian films and we have noticed an endearing little head shake that Indian men and women do that is absent from western culture. They aren't nodding their heads or shaking them like a "yes" or "no" but waggling them side to side. We can't figure out what the action is supposed to communicate. Can anyone with knowledge of the Indian culture help us out?
