How do i obtain custody of my little brother after our mom ped away?

I'm 25 years old and married. My mom ped away last December leaving my 17 year old little brother to no one. She had no living will and his father is nowhere to be found, thank God. Anyways, I had POA before she died but it has no effect now. How do I go about getting full custody or guardianship of him?
